David leads PA Consulting’s international Transport team of over 250 transport experts. He works across road, rail and aviation ensuring that PA brings the latest industry insight for our clients.

David brings over 17 years’ experience of working internationally to transform organisational performance, and set long-term strategy for multi-billion pound infrastructure operators. He has led international organisational design work looking at national infrastructure in the Far East for a state investment fund and examined the impact of new technologies on fund investments in infrastructure assets.

Prior to joining PA David worked for 10 years as a civil servant.  David’s time in the civil service included redesigning the UK’s Border operations and transitioning them to a new operating entity without any disruption to operations.  David was also Rt Hon Theresa May’s Principal Private Secretary advising on operating at the highest levels of Government.
