TfL seeks pre-procurement engagement on Elephant & Castle station upgrade
Transport for London (TfL) is to start the tender process for tunnelling works on the Elephant and Castle tube station capacity upgrade with a pre-procurement market engagement event set to take place later this month.
The project includes constructing a new entrance and ticket hall which will be integrated with the Elephant and Castle shopping centre redevelopment, being built by contractor Multiplex for property developer Delancey.
When the new entrance opens, it will increase the station capacity by 30% and replace the existing Northern line ticket hall. The design allows for more escalators to be added to the proposed Bakerloo line extension, when that is eventually built.
In a public notice, TfL said that it is undertaking the pre-procurement market engagement exercise to “raise market awareness of the potential opportunities associated with the Elephant & Castle Station Capacity Upgrade procurement and to gauge the market appetite, capacity and capability and the general level of interest in this opportunity.”
After the station box, which is already under construction as part of Delancey’s programme, is finished in 2026, TfL needs to build the new connecting passenger tunnels between the box and the existing Northern Line platforms.
Funding from GLA, Southwark Council and developer contributions is secured for the enabling and civils construction but not yet for the station fit-out.
The pre-procurement market engagement is especially aimed at identifying potential changes that would make the upgrade better or cheaper to deliver. Firms have until Friday 20 May to express an interest in bidding. An industry engagement day is also scheduled for Friday 27 May where interested suppliers can find out more.
