Director of Engineering Knowledge, Institution of Civil Engineers 

Mark joined the Institution of Civil Engineers (ICE) as Director of Engineering Knowledge in 2020. A Fellow of the ICE, he initially worked with Atkins as a graduate engineer, before moving into construction journalism at New Civil Engineer in 2000. He became editor of NCE in 2014. His remit at ICE is to meet members’ knowledge needs and support the creation of a vibrant, relevant, progressive CPD and technical knowledge programme. He also supports members in identifying the trends, challenges and mitigations to the issues society faces, ensuring ICE remains a thought leader across the infrastructure spectrum.


Nick Smallwood

Chief Executive, Infrastructure and Projects Authority

Nick is the Chief Executive Officer of the Infrastructure and Projects Authority (IPA) and Head of Government’s Project Delivery Function. The Infrastructure and Projects Authority reports jointly to the Chancellor of the Exchequer and the Minister for the Cabinet Office.

IPA’s remit includes overseeing the National Infrastructure and Construction Pipeline, which contains projections of £600bn of public and private infrastructure investment, and supporting the Government’s Major Projects Portfolio, which contains around 150 of the Government’s most complex and high-risk projects.

Nick has 40 years’ experience of managing complex project portfolios and is the former Vice President for Projects Engineering and Chief Projects Engineer at Shell. He was a trustee of the Association for Project Management (APM) until November 2019 and has contributed widely to the overall development of the UK’s project management profession.


Keith Waller

Programme Director, Construction Innovation Hub

Keith is the Construction Innovation Hub’s Programme Director ans has been involved in construction and infrastructure projects for over 30 years, leading many major projects in both the UK and overseas. In 2010, Keith was seconded into government with Infrastructure UK (the predecessor to the Infrastructure and Projects Authority). A keen advocate of driving innovative and productive solutions, his work in government led to the publication of the UK’s first National Infrastructure Plan, Infrastructure Carbon Review, National Infrastructure Plan for Skills, the development of the Infrastructure Cost Review and the IPA’s Transforming Infrastructure Performance programme.


Mark Thurston

Chair, Infrastructure Client Group and Chief Executive, HS2

Mark is Chief Executive of High Speed Two (HS2) and Chair of the Infrastructure Client Group (ICG). Mark joined HS2, the company charged with delivering a new high-speed railway that will connect the major cities of the UK, in March 2017.

He has some 30 years’ experience including leadership roles in engineering, project and programme management and business operations. Having worked for client, consulting and delivery organisations, Mark has a successful track record across a mix of major organisations and investment programmes and worked on both the London 2012 Olympics and Crossrail. He was previously the European MD of engineering and projects company CH2M.

Mark started his career as a technician apprentice on the London Underground. He is a Visiting Professor at the Bartlett School of Construction and Project Management at UCL and an honorary fellow of the Association for Project Management and a fellow of the Institution of Civil Engineers.


Mark Reynolds

Co-chair, Construction Leadership Council and Group Chair, Mace

Mark was appointed Mace’s Group Chief Executive in 2013 and Chairman in January 2022. He has consistently championed change within the industry, driving innovation to improve service excellence while ensuring Mace continues to be a more productive, efficient and responsible company.

Mark gained his early experience in the commercial and aviation sectors and was the Deputy Programme Director for the London 2012 Olympic and Paralympic Games.

In 2021 Mace launched a new ambitious 2026 strategy to become a purpose driven company focusing on three strategic priorities; pursue a sustainable world, grow together, and deliver distinctive value. He has set clear targets for Mace to grow its revenue by 10% and margin by 20% annually, invest 3.5% revenue in R&D every year and contribute 1% of pre-tax profit to its communities through the Mace Foundation.

Mark was appointed in June 2022 as Co-Chair of the Construction Leadership Council, to help lead the next steps of our industry’s transformation. Mark is also a Board Director for BusinessLDN and the Northern Powerhouse Partnership.


Professor Anusha Shah

Senior Director Resilient Cities, Arcadis and Senior Vice President ICE

Anusha Shah is a senior director for resilient cities and the UK climate adaptation lead at Arcadis. She’s currently seconded to Effiage, Kier, Ferrovial and BAM Nuttall joint venture on High Speed 2 as senior director of environmental consents.

Anusha is also a non-executive director at the Met Office, UK and is a Royal Academy of Engineering visiting professor at King’s College London on climate adaptation, sustainability and inclusive design.

Furthermore, in 2021, she was given an honorary professorship for knowledge transfer by the University of Wolverhampton and a doctorate for her services to climate change in engineering by the University of East London.

She is Senior Vice President at the Institution of Civil Engineers and has been officially elected as the next president by ICE Council, a position she will take on November 2023.


Fergus Harradence

Deputy Director, Construction Team, Department for Business and Trade

Fergus is responsible for the Department for Business and Trade 's interests in the infrastructure, construction and rail sectors, and public procurement policy. 


Jo Jolly

Head of Project Futures, Infrastructure and Projects Authority

Jo has worked for over 20 years in project delivery, most recently in the successful delivery of the Environment Agency’s £2.6bn 6-year flood risk management programme. She believes we need urgently to transform our approach to project delivery in order to achieve the best outcomes for the economy, the environment and society as a whole. Jo is pioneering the use of data analytics in this transformation, including as a founding member of the Project Data Analytics Task Force and a Director of Construction Data.


Jeremy Galpin

Social Value Consultancy Lead, Costain

 Jeremy has worked for Costain for 32 years in a career spanning multiple sectors and major complex projects including the second Severn Crossing and Thames Tideway. He now leads Costain’s Social Value consultancy. With social value becoming an increasing focus for UK government policy, Costain’s experience in maximising social value, combined with research led best practice, is underpinned by innovative digital technology, enabling systemised tracking and data management of social value, and supporting clients in creating and managing the maximisation of social value.


Trudi Sully

Impact Lead, Mott MacDonald 

Trudi is Impact Lead for Mott MacDonald, driving use of DfMA and MMC to improve the whole life performance of buildings and infrastructure. She spent four years as a director at the Construction Innovation Hub, working with government and industry partners to develop tools and approaches, including the Value Toolkit and Product Platform Rulebook, to support realisation of the ambitions of the Construction Playbook and TIP Roadmap. Trudi joined Mott MacDonald to transition this work from research and innovation to adoption, development and deployment by industry – helping to unlock the social, economic and environmental outcomes that DfMA and MMC can deliver.


Dr Thomas McLenachan

Head of Systems, Future Transport Systems & Environment, Department for Transport

Tom‘s work focusses on driving consistent whole life carbon assessment in infrastructure, building carbon management capability and supporting carbon reduction strategies in DfT and across Government.


Damien Canning

Transport Climate Change Lead, Mott MacDonald

Now focusing on transport, Damien has cross sector expertise as a climate change consultant, particularly in the power, transport and water sectors, as well as experience in the design and implementation of carbon management strategies and management tools for large projects and organisations. He previously worked with Arup and Costain.

Jaimie Johnstone

Head of Global Systems, Bryden Wood

Jaimie joined Bryden Wood – a company of creative technologists, designers, architects, engineers and analysts – as employee #1 in 1995. He is an authority on industrialised construction, working with government and private sector clients in UK, US, Europe and Asia.

Jaimie is the author of benchmark strategy documents that have been adopted as a foundation for the UK Government’s drive to create a more productive, value-driven construction sector and was awarded an MBE for Services to Construction in 2021.


Ianto Guy

Practice Lead – Data & Digital, TRL

Dr Ianto Guy is the Practice Lead for Data and Digital at TRL. He is an automotive engineer with two decades of experience designing, conducting and leading vehicle safety and performance trials and development programs. He is also an operational paramedic which has fuelled his insights into the physics of road traffic collisions.


David Bray

Program Director Smart Motorways, National Highways

David has successfully delivered major infrastructure projects within complex working environments for many years. He joined Highways England, as Project Director on the A14 Cambridge to Huntingdon improvement scheme, and is now the Programme Director for Smart Motorways

David worked in the aviation sector for 9 years leading a design and build business that delivered high profile projects at Gatwick, Manchester, and Stansted airports as well as Terminal 5 at Heathrow. He also worked as the Programme Director delivering Manchester’s Metrolink expansion programme.

David has significant experience of modern methods of construction including lean methodologies, design for manufacture and just in time logistics. He is also an experienced practitioner of collaborative working.

His success in delivering projects on time and within budget is underpinned by the creation of high-performance teams.


Phil Robinson

Technical Lead for Digital/Modular bridges, Laing O’Rourke

Phil is part of the Civil Engineering leadership team at Laing O’Rourke, focussing on innovation in the infrastructure sector and beyond. Philip works closely with clients, technology partners, centres of education, and Laing O’Rourke’s internal supply chain, and has developed an understanding of the needs and challenges that face the industry as we move forwards into a new digital age of construction.


Maddie Kessler

Principal, Madeleine Kessler Architecture and NIC Design Group Member

Madeleine is an architect, curator and urbanist dedicated to designing joyful people-centred places that contribute positively to our planet. Passionate about embedding a holistic approach to design in the evolution of the city, Madeleine is a member of the Ebbsfleet Design Forum, and the National Infrastructure Commission’s Design Group, where she contributed to the first ever Design Principles for National Infrastructure. She is a Visiting Professor at Karlsruhe Institute of Technology, and also teaches at the Architectural Association and London School of Architecture. Madeleine has been recognised by a number of awards including Architects' Journal's 40 under 40 and the RIBA Rising Star Award.


Judith Sykes

Senior Director, Expedition Engineering and NIC Design Group Member 

Judith’s work revolves around green credentials and as a senior director at Expedition, she deploys her experience and leadership to further the aims and values of the practice.

Her expertise is being very clear about development objectives and developing integrated infrastructure and sustainable development approaches to deliver them. She is also working on projects which are seen to be leading edge in their approach to biodiversity gain, net zero and social value and levelling up

A member of the NIC Design Group and seen as an expert in the industry, she is also a valued member of various industry groups including the ICE Policy Panel, West Midlands Land Disposal Task Force and various Design Review Panels; Judith has also recently been appointed as Technical Advisor to Homes England.


Dr Janet Young

Director General and Secretary, ICE

Dr Janet Young became Director General and Secretary of ICE at the start of the year. She joined from the Cabinet Office where she was head of the Government Property Profession. In an extensive career Janet has been global director of estates for the British Council, director of estates for the Ministry of Justice, and head of asset management in the Foreign and Commonwealth Office. A Major Projects Leadership Academy graduate of the Saïd Business School, she is a Fellow of the Royal Institution of Chartered Surveyors.


Mark Enzer

Digital Transformation Advisor, Mott MacDonald

As an advisor within Mott MacDonald Digital Ventures, I provide strategy-level advice to key clients on digital transformation, connected digital twins and broader industry transformation. The role also includes engagement in the wider industry, particularly focused on digital transformation. Mark is a keen champion of innovation in the context of collaborative delivery models and is particularly interested in the transformation of the infrastructure industry, including: systems-thinking, digital transformation, connected digital twins, data infrastructure, low-carbon sustainable solutions and the circular economy in the built environment.


Alexandra Bolton

Founder of Curgenven Wolfe, former Executive Director, Centre for Digital Built Britain

Now an independent consultant as founder of Curgenven Wolfe, Alexandra was previously the Executive Director for the Centre for Digital Built Britain whose programmes included the National Digital Twin programme and the Construction Innovation Hub, to advance the digital transformation of the built environment in order to improve people's quality of life through improving social, economic and environmental outcomes.


Mark Coates

International Director of Public Policy and Advocacy, Bentley Systems

Mark is Bentley’s International Director of Public Policy and Advocacy, where he helps to inform and guide government, policymakers, business leaders, and decision-makers globally on the benefits of digital transformation. 


Ed McCann

Senior Director Expedition Engineering; Immediate Past President, Institution of Civil Engineers

Ed is an experienced project director and is the Immediate Past President of the Institution of Civil Engineers. He was fundamental in growing Expedition from a startup to Building Magazine’s Engineering Consultant of the Year in 2012. As a senior director at Expedition, Ed provides invaluable leadership and experience to our organisation.

He is technical, an excellent communicator, enthusiastic, and has a deep understanding of the construction process. He is particularly skilled in strategic consultancy, feasibility studies, and design.

Ed’s career has taken him to lead projects all over the world. He was the project director for the multi award-winning Infinity Bridge and the Olympic 2012 Velodrome. Environmental factors and efficiency are drivers for Ed’s current projects that see him work with infrastructure clients to improve processes and implement new technologies.


Sirish Parekh

Head of Estimating Performance, Benchmarking and Data, IPA

I have acquired key skills in areas of cost estimation, project control and implementing lessons learned. These skills include whole life cycle cost, identifying implications due to decision changes, communication across multiple functions and data analysis to reveal project exposure.
